Project: Development aid program for the modernization of multi-profile medical centers.

In order to be able to provide better care for the population, the Uzbekistan Ministry of Health wants to improve the quality of its medical services. A new project called "Modernization of Medical Multi-Profile Centers Phase III" will implement investment programs in selected regions of the country. The project is supported by Kreditanstalt für Wiederaufbau (KfW Bank International). Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH already implemented Phases I and II of the entire project together with the Ministry of Health of the Republic of Uzbekistan.

A delegation from Uzbekistan with participants from the Center for Microsurgery of the Eyes in Tashkent, a gynecologist as well as two participants from the project management and coordination department of GITEC-IGIP GmbH, visited the University Medical Center Magdeburg on June 8.

The meeting served to evaluate the University Medical Center Magdeburg as a location for possible collaborations for knowledge transfer and Capacity Building in the field of minimally invasive surgery, endoscopy as well as in the field of microsurgical ophthalmology. There was a meeting and an exchange with representatives from the clinical departments, including gastroenterology, visceral surgery, radiology and ophthalmology as well as gynecology, in which cooperation approaches were worked out.

The most important goals of Uzbekistan's national health strategy include education and training based on international quality standards and modern medical technology management. This is intended to improve the quality and systematization of education and training in the use of modern medical technology. Dr. Azamat Yusupov, Director of the Center for Microsurgery (Ophthalmology) said, "The healthcare system is of great importance in our country. In the last five years, great efforts have been made to provide care to the population in the countryside. But unfortunately, we lack specialists in all areas. We hope for support in our multiprofile centers to be able to carry out our training programs with the necessary expertise in the coming years."

Dr. Salmai Turial, head of the Department of Pediatric Surgery, Pediatric Traumatology and Pediatric Urology at Magdeburg University Medical Center, has been supporting a development aid program of the German government in Uzbekistan since 2014. Turial is introducing minimally invasive pediatric surgery there by training experienced medical and technical specialists in the use of modern high technology in Uzbekistan.

„In Uzbekistan, the projects on development programs in recent years in the area of transfer of state-of-the-art medical equipment as well as in the area of training and continuing education of doctors have shown above-average success with international standards. One example is the use of minimally invasive pediatric surgery in the field of neonatal surgery, which seemed completely impossible in Uzbekistan about 5 years ago. Thanks to the systematic projects for further education in this field, today the colleagues in Tashkent, but also in some large national so-called oblast centers, perform the minimally invasive procedures on their own. I personally consider this a very great success, especially for the benefit of the children," says Dr. Turial.

For the follow-up project in 2022/2023, the Department of Pediatric Surgery and other clinics of the University Medical Center Magdeburg would like to act as the main partner of this project and, for this purpose, establish a cooperation within the framework of a medical development aid program with Uzbekistan.

Prof. Dr. Hans-Jochen Heinze, Medical Director of the University Hospital Magdeburg A.ö.R., and Marco Bohn, Commercial Director of the University Hospital A.ö.R., were also available for joint discussions on behalf of the university hospital. Marco Bohn said, "We would like to support the project with our expertise and are very excited about the conceptual input." Prof. Heinze expressed his gratitude for the visit to the University Medical Center and the cooperation talks and emphasized that the chances for this international cooperation were very good. He said, "I am curious about this project and look forward to further discussions with the delegation."
