hochschulstart or uni-assist?

In general, non-EU nationals apply via the portal "uni-assist".
However, there are also cases in which non-EU foreigners are equal to German applicants in terms of admission law and must apply via the "Stiftung für Hochschulzulassung" (Foundation for University Admission, also known as "hochschulstart.de").
